Your book, one of many in the genre, didn't completely follow the company line and stated many of the negatives. This is the reason I found the book interesting and informative. "Sunsets don't pay the mortgage" is a fact that most readers and visitors don't want to think about since we are supposed to have "the greatest jobs in the world." The don't want to realize what reality is and break there image of people being at peace on the job because of the settings we worked in. Remember that "Affects" is the cause and "Effects" are the results. Thus the problem is that the federal budget affects National Parks and park closures are effects of the government shutdown. You stated "Budget impasses and looming government shutdowns RESULT in high levels of employee frustration and a sense of uncertainty." (my capitalization). You then discuss what NPS employees go through when budgets are not passed and government shutdowns occur. What the employees go through is an effect.<br /><br />I am a retired Forest Service employee and remember well the shutdown of 1995 or was it January of 1996? I was contacted by radio about an hour prior to the shutdown, which was to occur at noon that day. I was unable to travel around the ranger district to lock restrooms and trash bins. It was winter so we didn't have any dumpsters unlocked. The USFS law enforcement officers locked restrooms and trash bins. When the shutdown was over it took me a full two weeks in the field to clean up the messes, even though there were only 3 developed recreation sites open, the remainder were under several feet of snow. Human feces on the concrete in front of restroom doors or next to the rear of the buildings along with trash piled up around trash bins and blown all over the area. Unlike a lot of National Parks, National Forests don't have entrance stations (except in some special areas) as there are far too many entrances to National Forests as well as private land and major highways on them to be able to "close" them. People continued to travel in those areas where roads were plowed or absent of snow. USFS law enforcement officers could not possibly cover those areas and enforce a closure. It was winter and seasonal help were not working. I had law enforcement authority, but was not a full time law enforcement and armed officer and was not allowed to work during the shutdown.<br /><br />Due to major downhill and cross country ski areas being located on our district as well as a heavily used hot spring area I had a year long field season. I spent a couple of days in the field at minimum and spent the other 3 days in the office planning budgets, planning work projects and otherwise getting ready for the upcoming spring, summer and fall season when I had as many as 45 employees and volunteers working for me. That two full weeks of clean up resulted in loosing 6 days of office work and put me behind time, not to mention the two weeks I lost by being forced to stay home. It seemed as though the work I did was not at all important, after all, I was at home because I was considered a "non-essential" employee.<br /><br />We were paid for sitting at home not getting work done, was paid for not working and had to spend two weeks in the field cleaning up so the government actually lost a great deal of money when it was "shut down." Congress has still not come to an agreement on a full budget. They just keep passing continuing resolutions putting it off. I would try to keep track of US news reports. Should a shutdown occur, some parks will still be accessible but facilities in the parks may be closed.
